Northwest Indiana Utility Storm Restoration: Safe, Disciplined Response After a Major Storm
When severe storms swept across Northwest Indiana, widespread tree damage brought down power lines and left hundreds of thousands of customers without electricity across the region.
ElectriCom mobilized approximately 40 personnel, eight crews and 39 pieces of equipment to support utility storm restoration efforts in Northwest Indiana. Over approximately 15 days, ElectriCom crews contributed around 7,000 estimated man-hours while helping utilities repair damaged electrical distribution infrastructure and restore service to affected communities.
Unlike hurricanes that can often be tracked days in advance, the severity of this storm developed quickly. What initially appeared to be another round of summer storms became a significant power restoration effort requiring utilities and contractors to rapidly mobilize people, equipment and field leadership.

Storm restoration operates differently from planned utility construction.
Damage assessments evolve as crews enter the field. Work locations can change quickly. Multiple contractors may be operating across the same electrical system. Crews must complete utility-specific safety onboarding before beginning work, and assignments can shift as restoration priorities change.
In Northwest Indiana, ElectriCom crews encountered extensive tree-related damage affecting both primary and secondary electrical distribution infrastructure.
Repairs included downed three-phase and single-phase primary lines along with damaged open-wire secondary systems.
The conditions added another challenge. Temperatures were extremely hot, and crews regularly worked 14- to 16-hour days as restoration continued.
For ElectriCom, successful utility storm response was not simply about putting more people in the field. It required mobilizing the right personnel and equipment quickly while maintaining the safety and execution standards expected on every project.
Rapid Utility Storm Response and Crew Mobilization
Once the call for storm assistance came in, ElectriCom's Power leadership began determining which crews could be released from existing projects without disrupting commitments to current customers.
That coordination is an important but largely unseen part of emergency power restoration.
Construction managers worked with customers, field personnel and company leadership to determine available resources. Crews already supporting utilities affected by the same storm remained in place, while available personnel were organized for deployment into Northwest Indiana.
Once released, crews traveled individually to a designated staging location rather than moving as one large caravan.
That process reflects lessons learned through years of storm response.
Moving dozens of utility vehicles together can create significant delays when every truck needs fuel, food and supplies at the same time. Giving crews a destination and required arrival time allows resources to move more efficiently into the affected area.
Once at the staging location, personnel completed the host utility's required safety onboarding before entering the system.
Utility assessment teams and field coordinators could then direct ElectriCom crews toward priority restoration work.

Safety During Power Storm Restoration
Storm restoration combines urgency with conditions that can significantly increase risk.
Crews may be working around damaged electrical infrastructure, fallen trees, changing system conditions, traffic, extreme weather and long shifts while communities are waiting for power to be restored.
ElectriCom's approach is to make safety part of the restoration process rather than something sacrificed for speed.
One critical practice during the Northwest Indiana response was properly grounding and protecting the work area before repairs began.
Crews were instructed to maintain visible grounds and protect themselves from the possibility of a line becoming energized unexpectedly.
Fatigue management also became increasingly important as the deployment continued.
Crews worked long days in extreme summer heat, making adequate breaks, hydration and awareness of fatigue critical as the response moved into its second week.
The result that mattered most to ElectriCom leadership was straightforward: The team completed the deployment without a serious injury. For VP of Power Operations Billy Vincent, that remains the most important measure of a successful storm response.
“We can make all the money in the world by going on some of these big storm call-outs, but if we're not safe and we get one guy injured or hurt, it dictates the whole process. My concern is always getting everybody home safe.”
Efficient Storm Restoration Without Sacrificing Safety
Restoration work carries enormous pressure.
Customers want electricity restored. Utilities need progress. Crews themselves want to get lines repaired and energized.

But ElectriCom does not define strong storm production simply as moving faster.
The emphasis is on efficient, disciplined execution.
As ElectriCom\'s Power leadership explained during the response, crews do not have to rush to produce. When experienced teams work efficiently, communicate effectively and execute repairs correctly, production follows.
That approach has helped ElectriCom develop a reputation with storm coordinators for requiring relatively little oversight in the field.
During the Northwest Indiana response, field coordinators praised the performance of ElectriCom crews.
Leadership also noted that during storm deployments, ElectriCom is frequently among the contractors retained later into the restoration process as utilities begin reducing the number of outside crews on their systems.
For a utility storm restoration contractor, that continued demand is one of the clearest indications of field performance.

Another test came before crews ever arrived in Northwest Indiana.
The leader who normally coordinates much of ElectriCom's storm response was away when the event developed.
Instead of slowing mobilization, ElectriCom construction managers and other members of the Power team assumed responsibility and kept the response moving.
For Vincent, that demonstrated something important about the organization.
ElectriCom's storm response capability did not depend on one individual.
Years of experience, previous storm deployments, logistical planning and field leadership allowed the team to operate with continuity even when circumstances changed unexpectedly.
That leadership depth is particularly important during emergency power restoration, where assignments, priorities and conditions can change by the hour.
The Community Impact: Restoration Beyond Infrastructure
Utility storm restoration can easily become a story about poles, wire, trucks and outage counts. But every outage represents someone waiting for normal life to return.

During the Northwest Indiana response, ElectriCom leaders witnessed the depth of community support. Local residents arrived with wagons filled with snacks and cold drinks for crews working through oppressive heat. Children actively participated, handing supplies to the workers as a gesture of gratitude.
Crews also experienced the moment that makes the long days worthwhile: energizing a repaired section of electrical line and seeing homes come back to life. “When their lights come on, they're clapping and cheering and jumping up and down,” Vincent said. “There's that piece of it that really means a lot.”
Behind every repair is a family, business or community waiting for power to return. For our crews, restoring power is always personal.

By the time ElectriCom's primary Northwest Indiana deployment concluded, outages across the host utility's system had fallen dramatically from the hundreds of thousands reported during the early stages of the event.
Restoring power across the region was a coordinated effort involving the utility and numerous contractors. ElectriCom does not attribute the overall reduction in outages solely to its crews.
What ElectriCom can point to is its role in that larger restoration effort.
Crews mobilized quickly, worked safely through long days and difficult conditions, performed primary and secondary distribution repairs and remained engaged deep into the restoration process.
The response reinforced a capability ElectriCom has developed through years of storm work: the ability to enter a damaged utility system, adapt to changing priorities and execute safely under pressure.
Most importantly, the team returned home without a serious injury.
