Project Overview
Bartlett Electric Cooperative required a contractor to support a fiber build across Central Texas. The project was structured as an ongoing rollout, with work released in phases over multiple years rather than a single fixed scope.
As the build progressed, Bartlett needed a partner that could take ownership of execution, maintain consistency across expanding work areas, and deliver reliable results over time. ElectriCom has supported Bartlett since 2022, delivering both aerial and limited underground fiber construction while continuing to expand its role across the system.
“They were able to hand us stuff and walk away from it… and we turned over a completed project.”
The Challenge
Recovering from poor contractor performance Bartlett initially awarded the work to a lower-cost contractor. However, execution issues quickly became apparent.
The project had several critical challenges:
-
Subcontractor-driven execution with no on-site management
-
Poor construction quality, including leaning poles
-
Inconsistent progress and inability to meet expectations
-
Lack of accountability and communication
As a result, Bartlett needed a contractor they could trust to take control of the project and deliver work to specification. This was not just a construction issue. It was a trust and execution problem.
“Our crews were much more experienced and knew what they were doing.”
The Solution
The ElectriCom Solution
ElectriCom took control of the build with experienced crews, direct field oversight, and an in-house execution model. By reducing subcontractor dependence and maintaining accountability in the field, ElectriCom helped restore quality, communication, and confidence across the project.
Project Scope
Execution
Accountable field ownership
Bartlett could assign work to ElectriCom and trust that completed projects would be delivered ready for turnover.
Consistent multi-year production
ElectriCom supported phased work releases from 2022 through 2026.
No rework required
Issues encountered were tied to previous contractor work or external events, not ElectriCom construction.
Self-performed execution
ElectriCom completed the first two years 100% in-house, reducing subcontractor risk and improving quality control.
Results
Restored execution confidence
ElectriCom replaced a failing contractor and brought discipline back to the project.
Over 1.38 million feet constructed
A major multi-year production milestone across Central Texas.
Reliable delivery across phases
Work was completed in alignment with client timelines.
Reduced oversight burden
Bartlett gained a partner capable of taking ownership and delivering completed work.
Long-term relationship growth
The engagement expanded from project recovery into an ongoing partnership.
Why It Matters
This case study proves ElectriCom’s ability to step into underperforming infrastructure projects, restore trust, and deliver reliable results at scale. For rural utilities and broadband providers, the real value is not just production volume. It is knowing the work will be done safely, correctly, and with accountability.
“They wanted somebody they could look eye to eye with.”
