Bartlett Electric Cooperative required a contractor to support a fiber build across Central Texas. The project was structured as an ongoing rollout, with work released in phases over multiple years rather than a single fixed scope.

 

As the build progressed, Bartlett needed a partner that could take ownership of execution, maintain consistency across expanding work areas, and deliver reliable results over time. ElectriCom has supported Bartlett since 2022, delivering both aerial and limited underground fiber construction while continuing to expand its role across the system.

The Challenge

Recovering from poor contractor performance Bartlett initially awarded the work to a lower-cost contractor. However, execution issues quickly became apparent.

The project had several critical challenges:

  • Subcontractor-driven execution with no on-site management

  • Poor construction quality, including leaning poles

  • Inconsistent progress and inability to meet expectations

  • Lack of accountability and communication
